California 529 plans: keep it competitive.

It has been reported that one of the main reasons for the creation and implementation of the various california 529 plans was a very pointed attempt to keep talented, home-grown students within the state. With these good enticements for educational tuition help, it was hoped that in-state students would not seek to attend colleges and universities that were outside of the state of California.

These programs were also developed to help equalize the tuition costs between public and independent (private) institutions within the state, by assisting students with financial programs that were applicable at both state universities and private schools.
